A项：higher as搭配错，that　ｏｆ无指代。

B项higher as搭配错误。Both can ..and take不平行

C正确。Those指costs，make use of和take advantage of平行。

D、E：表示倍数不存在between to这种用法，倍数要放比较级前面。E项than后直接加from不对，比较的是costs和power了，但应该比较costs。

是的，有道词典上说表示。。。的成本

先看比较对象，代词是必备的，先排除E，ABCD对比，很简单的both...and平行，排除ABD
