这个题目就是文章的核心没有掌握的话很容易掉进陷阱----文章一段（trade policy--有问题）问题出在xxx而不是xxx 第二段（背景介绍，这个policy什么时候建立的，并且已经过时了但是还没有改）第三段 (感觉是在说为什么问题不是在xxx---因为他的假设就是错的）所以这个题目，就是d和e选，e的意思是现在换了新政策，muliti不符合新政策，但是政策就没有改正过，d的意思是世界市场这个大环境变了，所以这个muliti不适合这个国家

我也选了e，但再仔细看一下，e说的是不符合current Arborian foreign trade policy. 可文章一直在讲他整个的policy哪哪不好，并不是说multilateral trade negotiations不符合现在的Arborian foreign trade policy。文章主要是讲Arborian的贸易观念不符合这个时代了，所以d说的那个适用于过去的multilateral trade negotiations已经不适用于现在，是对的
