这道题前面的几句话可以当成Background，但是我把它们当成了Argument的一部分（我觉得这几句话很容易被当成Assumption，不知道是题目出得不好还是我思路弄错了）。总之，去掉一些无关的干扰信息后，题干可以缩减成：Development of these countries' economies requires financing of the small businesses that dominate their manufacturing, farming, and services sectors. So economic growth will be likely to occur if local banks take on this portion of the financial services markets, since __________.也就是“发展中国家经济增长需要对在农业、工业、服务业占据主导地位的小企业进行投资。因为_____，所以对他们投资会使经济增长。”答案是“农业部门和工业部门的小企业在受到额外投资后，会对经济增长做出贡献”，本质上是强行搭桥……但是其他答案连强行搭桥都逻辑不顺，那就只能退而求其次了，选择最佳答案。

我觉得搞那么多分析太浪费时间了，这道题原文最后一句话讲的是 当地银行如果（local banks）.......经济增长就有可能发生，问原因？ 所以选项里面必须与逻辑主体当地银行一致，ＡＣＤＥ在不同程度上提及外资银行，有对比，有关系，而Ｃ选项直接在讲外资银行的种种，所以直接排除．．．

其实后面的内容与前面的foreign bank没什么关系，外行只是一个背景，就是说非洲在殖民时期是很依赖与外行的，但是现在时代不一样了，需要当地自己的银行资助经济

问题的重点究竟是本地银行为啥能帮助小机构还是为啥要帮助小机构呀？感觉最后一个选项挺对的，因为本地银行没有那么风险规避，所以愿意帮助小机构。

这个题目，最后的填空落脚点是实现 local banks 和 economic growth的关系。所以，其实题目一开始交代的foreign banks 只是一个背景信息，没什么意义。 题目已经有的前提条件是：development of economies requires financing of the small businesses；要我们得出的结论是： financial services of local banks 和 economic growth有关。所以，搭桥处理即可：只要弥补上 financial services of local banks 和 small businesses的关系即可。 因此选B。
