再错又错了一遍。。 1.区分句子核心词，无论是[requirng...]/[to require]，都是作为定语修饰laws；而作为动词名词化comply with laws-->compliance with laws，因此核心词在此处是compliance；所以谓语动词有单数，排除 剩下BE选项 2.to do表目的，而requiring作为定语修饰laws，补充说明laws的性质，因此根据语义，选择requring，B选项
