要么加税要么卖He He的库存的市场价比获取和储存氦的成本高25% 结论是政府不但可以偿还He开采储存相关的debt，还可以偿还overall的debt 这里就有个premise：He有利可图，D选项说HE价格不会因为政府大批抛售骤降百分之25以上，因此是有利可图的 用取非法，如果HE价格下降超过25%，那么政府连He开采储藏的债务都无法偿还了，更别提overall debt
