这道题 proposed expanding railways system的目的就是 让跟多人坐铁路,更少人开车(太多人开车就会导致highway congestion)啊 郊区的人本来就很少开车上highway。。。

同意扩建rail的人认为less congestion是他们得到的主要好处。 在意highway会少拥堵,意味着这些人之后仍会在highway上开车。如果乘rail,那highway拥堵不拥堵都不会有什么影响。所以如果所有同意的人都抱有这一想法,highway车流量不变,会拥堵
