这道题 proposed expanding railways system的目的就是 让跟多人坐铁路，更少人开车（太多人开车就会导致highway congestion）啊 郊区的人本来就很少开车上highway。。。

同意扩建rail的人认为less congestion是他们得到的主要好处。 在意highway会少拥堵，意味着这些人之后仍会在highway上开车。如果乘rail，那highway拥堵不拥堵都不会有什么影响。所以如果所有同意的人都抱有这一想法，highway车流量不变，会拥堵
