E 很多航空公司把G当做中转站，很多人在这里等待转机去其他地方，所以造成了拥堵。这解释了G拥堵的原因并不是因为客流太大，而是因为是一个集散中心。只要航空公司们依然把G当成一个中转站，那么G还是会那么堵，再upgrade一个H也不会减少客流！

其实这题目有一个疑问，就是如果delay了，那么那些要转机的人如果错过了航班会不会很麻烦呢。
