其实BE想不清楚的话可以这么想 B取非 就是征税不会减少污染，和结论（设置上限）似乎没什么关系。可以再来看E E取非 就是领导反对设置上限和反对征税一样强烈，那么结论就直接没了，都反对了还设置什么上限。 所以选E

economists逻辑：因-实行排污上限，果-排污量减少。要使逻辑成立，1）因可以执行，2）因不会产生对果有害的其他果，3）因的确可以产生果。

B选项这句话是有很有道理的，但是oppose new tax 是原文的premise,已经在文中提到了，就不可能是assumptions 了。此外，B选项和set up a limit 没有任何关系

个人认为不选b的原因： 如果是b的逻辑，只能证明加tax没有用，但没有联系到为什么建立一个limit会更好 而且原文也有提示说加tax没用也是因为policy maker反对，E选项正好联系到了这个点
