其实BE想不清楚的话可以这么想 B取非 就是征税不会减少污染,和结论(设置上限)似乎没什么关系。可以再来看E E取非 就是领导反对设置上限和反对征税一样强烈,那么结论就直接没了,都反对了还设置什么上限。 所以选E

用收税降低空气污染不是没有用,只是立法机关不同意,所以这道题关键就在于立法机关同不同意

文章重点说因为policy maker反对tax, 所以限制upper limit是最佳方案。言外之意就是,policy maker没那么反对upper limit方案,所以这个方案才可行

B选项这句话是有很有道理的,但是oppose new tax 是原文的premise,已经在文中提到了,就不可能是assumptions 了。此外,B选项和set up a limit 没有任何关系

个人认为不选b的原因: 如果是b的逻辑,只能证明加tax没有用,但没有联系到为什么建立一个limit会更好 而且原文也有提示说加tax没用也是因为policy maker反对,E选项正好联系到了这个点
