个人理解应该是这么拆分的 [S] opponents of incineration [V] point to [O] the 40 incidents (involving unexpected releases of dangerous chemical agents) [ that(修饰incidents)were reported just last year ] at two existing incinerators [ commissioned to(修饰incinerators) destroy a quantity of chemical waste material ]

前面全都是背景 背景 P新的机器没有防止泄露 C只有使用增加的时候泄露才会更普遍 注意逻辑链中的每个单词都有很大意思 如new only increase 反驳-如果不增加其他机器 也会泄露 A完美指出了 不增加情况下 那两个机器由于他因还可能泄露

说的是 炉子出事情是因为没有保护设计，所以新的如果不改善设计就会出事。 引入其他原因，不是因为设计导致泄漏
