用although,句子的重心在后半句,省略了but。“虽然最多只能减少一半的撞击事故,但是维修成本会大大减少(暗含超过50%)”

前面那个although,强调数量上少,那后面反驳,就要强调带来更多的好处。

虽然数量至少最多减少一半,但是减少的都是那些维修成本高的严重的事故,因此成本得到了更大的削减
