a和e是意思上有区别。a的意思是有电家庭不足没电家庭的百分之一；而e的意思变成没电家庭之中不足百分之一的家庭有电，都没电了为什么还会有电，语义有问题

c，d 主要错在逻辑，主语是less than one percent of homes（with和that是对home的修饰，修饰去掉之后，讲的只有home，没有electricity） 而这道题的目的是，大多数人家里还没有通电，通电这个事情 ，所以a选项优选 除此之外，a选项where的修饰最好，因为离修饰对象--home最近。 b。选项错在 and lighting still provided 没有谓语动词，和前面不平行。

B and前后是两个相对独立的事件，就是随便拿出来一个都可以独立成句这意思 所以把and后面的lighting……独立拿出来，发现和逗号前面的句子逻辑语义不合理 所以 不能是and 要用Ving形式来修饰前面的动作 表示补充说明

我也选了d，但我后来想了想这个答案，一是there be在这里大可不必，我想起gmat不是很喜欢there be，能不用就不用。二是后面两个that定从很啰嗦。虽说从语法上看,having在这里用的应该可以表伴随，但从语意上想having应该修饰的是没电的homes，但选项里修饰的是那1%有电的homes。整体来看d选项，不仅句意改变且相对于a很冗长

where引导地点状语从句，前面的先行词必须是一个地点，并且必须紧紧在where前面，A的where前面是homes，正确；C 和E 的前面是electricity，❌；D having表示同时或者有影响，但是有电灯的家庭不会同时使用candlegas 至于where引导的是1%homes还是all homes，这道题没有其他的选项，只能默认all homes，等同于前面的theaters、restaurants，shops
