order和shut平行有点头重脚轻，而且关闭电梯不是administration关，而是administration命令facility (可以翻成设备，也可以翻成大楼）关，facility在保持温度的同时，还需要做到关闭电梯的这一行为。

有以下考点：plan 用法，order用法，以及一点点的平行 plan to do； order to do, order that do. A:plan for 没有b的plan to do 好，不够简洁 B：order用法错误，order that命令在曼哈顿语法上明确是order that ...do ...没有should C：plan on 肯定没有plan to 好，其次后面那个they看着就怪怪的还不够简洁 D：order的问题

为了表现用电危机的紧迫，这个官方组织计划要求所有的机构保持温度在78华氏度，并且关闭电梯，关闭电梯的是官方组织不是机构啊，因为有的机构没有电梯，从以逻辑上来讲，保持温度和关闭电梯都是举措，是计划的一部分，所以要放在小的结构里面并列
