主谓一致排除acd b中 each 和后面的 their 不一致,排除。

解释都没说到点子上,文中的问题有三个 types and amounts of waste produced 和 costs of disposal, 因此前面face的问题应该不止一个,用problems,排除BC;determine应该单数,排AD,选E, 就是考查单复数的题目!

b错误的原因我的理解是原句的尽管所有城市都遇到了相似的问题,但是他们的xx都确定了....(做出行动)这个逻辑没有毛病,所以b不应该改变成每个城市遇到了相似的问题的逻辑
