I believe that the usage of the singular verb 'is' is correct since it refers to consumption. (A) is incorrect because it has a modifier issue. The opening modifier 'in up to 40 percent of elderly people' does not make sense with consumption or they. Consumption is not inside these people. Neither these people are inside the 40% of the elderly population.

they指代哪里有错啊,后面明明写了their blood所以they的指代不可能有错好吗。。。。

they在语法结构上可以直接指surveys,和后面their形成矛盾,所以是指代歧义。本身A就有结构上的歧义。 如果or前后平行的是Surveys have....or they...这两个结构的话they就是指代surveys了,这个时候or前面要用逗号隔开;如果是in up to 40 percent...or they...平行的话,那么or前面需要加that;所以A在结构上的问题,直接造成了they的指代歧义。
