Thirteen states from all regions of the country announced a plan to impose new controls on pollution from truck and bus engines in that they will jointly adopt emission limits that would be far stricter than the federal rules.
选项A Thirteen states announced a plan to impose new controls on pollution from truck and bus engines in that they will jointly adopt emission limits 。 In that表示因为，与because用法相同，此处使用in that语意不通
选项B By the joint adoption of…相比C选项 by jointly adopting…, 后者采用动词，更直接精确、简洁
选项C 正确 Thirteen states announced a plan to impose new controls on pollution from truck and bus engines by jointly adopting emission limits that would be far stricter than the federal rules.
选项D for doing表示目的不如 to do有效；and前后不平行
选项E for doing表示目的不如 to do有效
转RON大神的解释：D的问题在于使用了and，and前后是2个DIFFERENT, INDEPENDENT thing。 plan的to/for区别 to：表计划去做 for：表plan的目的

表目的的短语for 和 to do..., 优先选 to do 结构
c is better.

in that 也不能说完全不对吧，对比c不如c简洁明确
"the joint adoption..." doesn't sufficiently indicate who is going to adopt the new regulations. in general, ACTION NOUNS (adoption, destruction, etc.) don't imply that the subject of the sentence is performing the action; they usually refer to the general notion of that action. by contrast, -ING forms do usually imply that the subject of the sentence is the actor. here are two simpler sentences to illustrate: i want to learn about adopting dogs --> implies that i actually want to adopt dogs myself. i want to learn about the adoption of dogs --> i want to learn about dog adoption in general, but there is no implication that i actually want to adopt any canines into my own home.

表目的用to do 不用for doing 排除ED 通过句子分析，发现in that后面和前面不能构成因果关系，所以A错 C相对B 简洁 所以选C 技巧：In that对的概率很小
